1. OBJECTIVE

In Sudsy Lager Baseball, team owners assemble a team of National League
baseball players, which plays a schedule of head-to-head games against other
teams, and whose players' performance, based on Major League Baseball
statistics and described more particularly below, leads to wins or losses in
those games.  The objective of Sudsy Lager Baseball is to win the Sudsy Lager
Baseball Pennant by means described in Section 8 below, and to win a World
Series against the Pennant winner from Pale Ale Baseball.

2. LEAGUE COMPOSITION

The Sudsy Lager Baseball league shall consist of eight teams in two divisions
of four teams each: the Pilsner Division and the Bock Division.

Sudsy Lager team names should consist of places followed by nicknames.

3. TEAM COMPOSITION

Each Sudsy Lager Baseball team consists of 40 players, assembled through
drafts, trades, free agent signings, and optional player retention from
year to year.

At the conclusion of the drafts (see Sections 4-5), each Sudsy Lager Baseball
team shall consist of 23 position players and 17 pitchers.  After the
drafts, due to trades, free agents and the like, position requirements
disappear.

Position players' pre-season position eligibility is determined by the rules
of Rotisserie League Baseball or a source to be agreed upon by the league
prior to the season.  In the past, the league had used NLREAL.POS on Sports
Forum on Compuserve.  Today, FBB on Mocksports.com produces a comparable
position eligibility list.  Generally, the rule has been that a player is
eligible at any position at which he appeared 20 times the previous Major
League season; if he didn't appear anywhere 20 times, then the position at
which he appeared most often.

In-season, a player becomes eligible at a new position by appearing there
in five Major League games.

Sudsy Lager Baseball teams must always be able to field a complete lineup
of National League players.  The league, acting with the consent of a number
of owners, may void games in which a team has failed to field a complete
lineup, or may take over management of the team if the situation persists.

4. THE INITIAL DRAFTS

An online draft shall be held wherein thirteen position players shall be
selected by each team.  Player retention (see Section 11) may account for
some of these selections.  Unless the league ever strarts from scratch,
there is no minimum or maximum number of players at any position that a
team may select, subject to the requirement in Section 3 that a team must
always be able to field a complete lineup.  If the league redrafts from
scratch, positions should be distributed equitably to (a) prevent position
hoarding, and (b) ensure every team can field a complete lineup after the
initial drafts.

At the conclusion of the initial position player draft described below, each
team must be able to field a complete Sudsy Lager Baseball lineup (see Section
6(a) below), considering players chosen at the draft and frozen both in the
'H' and 'R' designations (see Section 11 below).

E.g.: At the conclusion of the initial position player draft, each team
must have at least one catcher.  A team may accomplish this by drafting a
catcher in the initial draft, by having frozen a catcher in the 'H' rounds,
OR by having frozen a catcher in the 'R' rounds who is in the
Major Leagues.  (See requirement below that each player chosen at the
initial drafts be on a National League roster.)

A second, separate online draft shall then be held wherein ten pitchers
shall be selected by each team, minus any retained (see Section 11).  These
two drafts may, of course, be held in the same online session, but are
conducted separately.

Any National League baseball player is eligible to be chosen at the
initial drafts.  Only players on the 25-man roster of a National League club
may be selected in the initial drafts.  To that end, a resource such as NL.AVL
on Sports Forum on Compuserve or an equivalent master list provided by the
service which hosts/scores the league should be used as a draft guide in the
initial drafts.

Draft order for the initial drafts shall be determined with reference
to the order of finish in the previous year's standings, as so:

One Initial Draft: 8th 7th 6th 5th 4th 3rd 2nd 1st
Next Initial Draft: 7th 8th 5th 6th 3rd 4th 1st 2nd

The team which finishes in last (8th) place shall have the option of either
choosing first in the hitters draft or the pitchers draft.

5. THE REMAINDER DRAFT

The remaining seventeen players -- ten position players and seven
pitchers -- shall be chosen in a third, "remainder" draft.  Player
retention may also account for one or more of the remainder players.

Any baseball player on the planet earth is eligible to be drafted in the
Remainder Draft, except players on the 25-man roster of an American
League team.

In the event a player is drafted at a certain position in the remainder
draft, and upon promotion to the National League the player is designated
by the rules of Rotisserie Baseball or the agreed-upon position eligibility
source as being ineligible for that position, the position eligibility for
that player shall be determined by the rules of Rotisserie Baseball or the
agreed-upon source, not the position at which the player was drafted.

Draft order for the remainder draft shall be determined with reference
to the order of finish in the previous year's standings, as so:

Remainder Draft: 4th 2nd 3rd 1st 6th 5th 8th 7th

6. GAME PLAY

The Sudsy Lager Baseball season shall consist of a number of three-game
series.  Each Monday thru Thursday and each Friday thru Sunday teams play
three game series' against another team.

6A. LINEUPS

Each team shall submit a lineup, which is in effect for an entire three
game series.  It shall consist of one player at each infield position,
three outfielders, a designated hitter (deal with it), and six pitchers.

Lineups must be posted by the first pitch of the first National League game
of the Sudsy Lager Baseball series.  If a team fails to post a lineup, the
team's last posted lineup shall be in effect.  The owners involved in a series
may, but are not required to, agree to a lineup extension if in their judgment
no harm is done.  In exigent circumstances, such as if a series will have a
pronounced effect on the pennant race, a lineup may be posted as soon as
possible past the deadline by the Commissioner or an owner uninvolved in the
series.

Lineup posting procedure is to be agreed upon prior to the season with
reference to the service which may be hosting/scoring the league for that
season.

6B. GAMES WITHIN A SERIES

One game in each series, which shall roughly be described as "SPEED,"
shall be scored as follows:

               total hits (H)
plus total runs scored times two (2*R)
plus total stolen bases times three (3*SB)

The team with the greater total wins a game in the series.

Another game in each series, which shall roughly be described as "POWER,"
shall be scored as follows:

               total strikeouts pitched (K)
plus total runs batted in times two (2*RBI)
plus total home runs times three (3*HR)

The team with the greater total wins a game in the series.

One last game in each series, which shall roughly be described as "PITCHING,"
shall be scored as follows:

               total innings pitched (IP)
plus total opponent's earned runs (opp.ER)
plus total wins by starting pitchers times five (5*WBS)
plus total wins in relief times two (2*WIR)
plus total saves times three (3*SV)
plus total opponents' losses time three (3*opp.L)

The team with the greater total wins a game in the series.

6C. GAME TIEBREAKERS

In addition to the regular starting lineup, each team shall designate for
each series three pinch hitters (PH).  The PH shall be ranked in order 1-3.
The PH shall accumulate statistics as regular players, except that they
will not count toward a team's total in any game unless there is a tie in
either SPEED or POWER.  In the event of a tie in either game, each team's
first PHs will be compared; if still a tie, the second PHs will be compared;
if still a tie, the third PHs will be compared.  If the PHs fail to break a
tie, the game shall be considered suspended and shall be completed later in
the season.  Normally, the game will be "re-played" as soon as the next
series.  While the tied teams are playing three-game series against other
opponents, their totals in the tied category during the new series may be
compared to determine the winner of the suspended game.

In the event of a tie in the SPEED game, the PH with the higher total of
H + 2*R + 3*SB, by the method described above, shall win the game for his
team.

In the event of a tie in the POWER game, the PH with the higher total of
2*RBI + 3*HR, by the method described above, shall win the game for his
team.

The tiebreaker for PITCHING is different, and does not involve the PHs.
In the event of a tie in PITCHING, the team with the greater number of
wins by starting pitchers (WBS) shall win the game.  If still tied, the
team having allowed the fewer earned runs (ER) shall win the game.  If still
tied, the team having scored the greater number of runs (R) shall win the
game.

6D. SCORING

The league owners shall agree on a method for tallying and recording the
results of games during a season.  Past a reasonable grace period, results
will be final and will not be altered retroactively.  Owners are responsible
for checking their game scores to ensure scoring is correct.

7. STANDINGS

Standings shall be kept in W-L, GB format by the Commissioner or whosoever
shall agree to do so.

The Sudsy Lager Baseball team winning the most games in the season in its
division will face the team winning the most games in the season in the other
division in a play-off for the Sudsy Lager Baseball Pennant (see Section 8).

In the event of a tie for a position in the standings other than first, the
tie shall be broken as follows:

        1. better head-to-head record between tied teams
        2. more total points scored (total cumulative SPEED + POWER + PITCH)
        3. more WBS
        4. more runs scored
        5. higher batting average

In the event of a tie for first place in the division standings at the end
of the season, the tied teams play a "phantom" series using statistics for
the last series in which the two teams did not face one another.  The winner
of that series wins the division.

8. PLAYOFFS, PENNANT AND WORLD SERIES

Teams that finish first in their divisions following the procedures in Section
7 face one another in a best-of-seven play-off for the Sudsy Lager Baseball
Pennant.

Each team submits a lineup for each scheduled day of the play-off by the first
pitch of the first National League game of the day.  The two lineups are
scored for the day as though each game were only one day long.  The team
winning at least two out of three categories (SPEED, POWER, PITCHING) in a day
wins one play-off game.  Tiebreakers are the same as in-season (see Section
6C).  The team which wins four games first wins the Sudsy Lager Baseball
Pennant.

The Sudsy Lager Baseball Pennant winner then faces the Pale Ale Baseball
Pennant winner in a best-of-seven World Series, following the same procedures
as above to determine the World Series winner.

9. TRADES

Trades are allowed and encouraged in Sudsy Lager Baseball, provided each
trading team's roster consists of forty players after the trade.

There are two separate "trade dealines" in Sudsy Lager Baseball.  One,
occurring around the time of the Major League non-waiver trade deadline, is a
date after which no H1-H3, P1-P3 or R players may be traded.  For
about a month after that, teams may still trade H4-H13 and P4-P10 players.
Both deadlines will be denoted on the Official Schedule.

A trade becomes effective upon both trading team owners messaging the
league owners or posting the trade particulars on the Sudsy Lager Baseball
message board.  The particulars of a trade must be identical for the trade to
be effective.

Only players on a team's 40-man roster may be traded.  This excludes among
other things supplemental draft picks, Initial, Reserve and "Rule V" (see
Section 11A) draft picks, "future considerations" and the like.

10. FREE AGENTS

At certain times to be designated and agreed upon in-season, there will be a
number of free agent "supplemental" drafts during a season.  Normally, these
will be scheduled to occur near the beginning of each calendar month of the
season.

At each supplemental draft, which shall be held online if possible, each team
has two opportunities to replace a player on their 40-man roster with a free
agent.  In addition, a team receives an additional draft choice for each member
of their forty-man roster who is traded to the American League in-season.
Draft order for these picks shall be: before the "two rounds" described above,
and in chronological order of when the trade took place.

In the event players from two or more different teams are traded in the same
Major League transaction, the team losing the player drafted earlier at the
Initial draft (for frozen players, the earlier draft round) picks before the
other(s).  In the event of a tie, the team lower in the standings at the time
of the trade picks first, considering any tiebreakers (see Section 7).

For purposes of supplemental draft order ties for first in the standings are
treated the same as ties for any other place in the standings.

FOR EXAMPLE.  Scott Rolen, owned by the Maniacs, and Reggie Sanders,
owned by the Q's, are each traded to the American League in the same
transaction.  Rolen's draft round is H3.  Sanders' draft round is H12.
        The Maniacs draft first.

FOR EXAMPLE.  A supplemental draft has been scheduled for the first
week of July.  Here is the chronolgy of inter-league trades affecting
        Sudsy Lager Baseball teams:

6/10: Atrophy lose one player to the AL
                6/19: Q's lose a P5 player to the AL
Rabbits lose an H10 player to the AL, same trade
6/30: River Rats lose one player to the AL
7/3:  Club lose an H5 and R3 player to the AL
Atrophy lose a P5 player to the AL, same trade
Atrophy are ahead of Club in the standings on
                      this date

At the time of the draft, the order of the standings,
considering all tiebreakers if necessary, is Q's, Scammers,
Whoopie, Rabbits, Atrophy, River Rats, Club, Batboys.

Draft order at the July supplemental draft would
                be:

                      (Compensation)   (Round "one")    (Round "two")
                       1. ATROPHY       8. BATBOYS      16. BATBOYS
                       2. Q'S           9. CLUB         17. CLUB
                       3. RABBITS      10. RIVER RATS   18. RIVER RATS
                       4. RIVER RATS   11. ATROPHY      19. ATROPHY
                       5. CLUB         12. RABBITS      20. RABBITS
                       6. ATROPHY      13. WHOOPIE      21. WHOOPIE
                       7. CLUB         14. Q's          22. Q'S
                                       15. SCAMMERS     23. SCAMMERS

Teams may pass their selection -- that is, decline to replace a player.

Teams which earn a draft pick by virtue of losing a player to the AL MUST
replace that player with the corresponding pick, or pass the selection.

A player cut in order to sign a free agent is immediately himself a free
agent and eligible to be claimed by the next selecting team.  A player does
NOT retain his original draft round (see Section 11) in this event, unless
higher than H4 or P4.  Instead, it becomes H4 or P4, as with any other player
acquired at a free agent draft (see Section 11B below).  If higher than H4 or
P4, the player retains his draft round.

11. PLAYER RETENTION

Each player is designated with the draft round at which he was chosen or
frozen the previous year (e.g. H3, H7, P5, R14).

To retain a player, increment each round number by three.  A team may retain
a player by giving up their selection in the resulting round.

FOR EXAMPLE.  A player chosen in the fourth round of the Hitters
Draft (H4) may be retained by giving up your selection in the first
round of the current year's Hitters Draft (H1).

Players chosen or frozen in rounds 1-3 of the Hitters and Pitchers Drafts
are ineligible to be frozen.

Players retain their draft round numbers regardless of trade to another team.
They may however be changed if the player is cut by a team and subsequently
signed by another (see 11B below).

There is no minimum or maximum number of players a team may retain.

If because of trade or otherwise (see below) a team has two or more players
with the same round number, it will be necessary for one or more of such
players to have their round numbers incremented by more than three.

FOR EXAMPLE.  A team wishes to freeze two players carrying a round
number of H7.  One of those players will have to be frozen to the
H6 slot, or H5 or earlier, if possible.

The freezing team is responsible for and empowered to select which round to
freeze any player, provided round numbers are incremented by at least three.

11A. THE 'RULE V' DRAFT

Prior to the finalization and submission of freeze lists, a 'Rule V' draft is
held according the the procedures herein.

Each team posts a list of 10 players who may not be drafted by other teams.

Teams then meet online for an up-to-five round draft wherein any player not on
the "protected" list described above may be selected by any team.  Draft order
is reverse order of the previous year's standings.

If a player is drafted by another team from a team's non-protected roster, the
team losing the player may add another player from its non-protected roster to
its protected list.

FOR EXAMPLE.  The Q's, which have posted a list of 10 protected players,
see Ben Sheets drafted in the Rule V draft by another team.  Upon
Sheets' selection, the Q's may add another player left off its list to
        its protected list.

Once so selected, an unprotected player becomes property of the selecting team
in addition to its other protected players, and may not be selected again.

A team may draft one of its own unprotected players in its turn if it chooses.
In that case, it may not add another player from its unprotected roster to its
protected list -- it may only do so if it "loses" an unprotected player to
another team.

A team may pass its selection.

At the conclusion of the draft, teams may include in their frozen roster
submission any player from its original list of 10 protected players, any
player it drafted in the Rule V draft, and any undrafted player remaining on
its non-protected list that was not drafted by another team.

In the event a team sees one of its players selected by another team in the
Rule V draft, and the player is not subsequently included on any frozen
roster, within 24 hours the original team may claim the unfrozen player back
and freeze that player on its own freeze list.

Trades are permitted up to the time final frozen rosters are submitted,
provided they include players only, per Section 9.  Frozen rosters are final
24 hours after all are posted, or immediately upon all being posted if no
player selected in the Rule V draft was left unfrozen.

11B. SPECIAL INCREMENTATION RULES

Any player carrying a round number of R1, R2 or R3 the previous season
is automatically incremented to H10 (for hitters) or P7 (for pitchers).

Any free agent, regardless of previous round number status if any, carries
a round number of H4 (for hitters) or P4 (for pitchers) upon being claimed
from the free agent pool.  When incremented the next season, they will be H1
or P1.  BUT SEE Section 10 for an exception to this.
